Activate dredge controls

Swim out to the small island west of the Whitetail Mountains Rail Bridge to find the note

jump onto the dredge

dive into the water from this position to find a window you can enter

swim through this opening to the end and climb out inside the dredge

take the ladder up and follow the path to the controls

climb out the window near the controls and dive under here

follow the short path and rise to the surface before jumping back in

swim up and open the hatch to enter the bunker

where the stash (and a snake) await.
