Head to the southwest of Fall’s End to find the Laurel Residence

you’ll find the note in the kitchen

open the bunker and dive into the water below

to find the key on the table at the end

unlock the door and hit the switch to drain the water in the bunker

break open the barricade with a melee attack

to find the stash inside.
