Take the wheel

Head to Dead Man’s Mill located to the northwest of Moonflower Trailer Park to find the note

beware the three cultists lurking in the area

head under the house, defeat the skunk and climb the hole to gain access to the Wheel

climb out the window and use the zipline after getting the Wheel

Insert and use the Wheel at the bridge on top of the waterfall

use the grapple point to descend to a cave in the middle of the waterfall

where the stash awaits.
