There isn’t much to do in Duval other than watch the skit A Simple Question and then get Luke and Luke’s Collar on the balcony above the job board.
Watch another skit and then grab Luke on the balcony by the Job Board.
If you beat the Scorpactus elite monster you should check the job board for a big reward and then grab any quests you can complete right away, such as those for the cat’s collars.
