On the western end of the Northside district in Watson, between the Docks and the Pershing St. fast travel terminals. Look for a Suspected Organized Crime Activity map marker, which is just north of the Northside Ripperdoc. The legendary armor you’re looking for, the Dura-Membrane Netrunner Pants, is atop a water tower north of the Suspected Organized Crime Activity marker. This is also due east of a clothing store.
