In the northern part of Northside, Watson, northeast of the Reported Crime NCPD Hustle. The surrounding area is otherwise empty. The armor you’re looking for, the Corporate Blazer with Bulletproof Lining is on a corpse in an elevated, vacant lot, in the shadow of the burning wreck of a car. Sadly for the corpo wearing this armor, it wasn’t machete-proof.
