East of the waterside bridge that exits the city to the north, you’ll find the Breathable Reinforced Bio-Cotton Corporate Slacks on a corpse in the parking lot of a warehouse. You’ll need to approach from the road to the south, as most of the area is surrounded by barbed-wire tipped fencing.
