There are a large number of side quests to find in Assassin’s Creed: Shadows, some of which will place a set of targets on your Objective Board. One such quest is The Pirate Alliance, asking you to hunt down some pirates that are wreaking havoc along the coast in Wakasa. This page will detail where to start this quest, as well as walk you through the locations of all of the pirates.
The Pirate Alliance Location¶
You won’t be able to get this side quest until you reach the second act of the game, which occurs after you finally unlock Yasuke and the ability to switch characters. Once you do, you’ll have to travel all the way to the Wakasa region, located too the north. Specifically, you want to go to the northern end of Wakasa, to the Sotomo Gate sub-region, where you’ll find the village of Tsuruga. You’ll want to go on the northern side of the village, across the bridge, a little south/southeast of the Tsuruga Sea Port.

It is there that you should find a signboard that you can read, with a letter attached to it describing the trouble with pirates along the Wakasa coast. This will put the quest in your log and also The Pirate Alliance on your objective board. As with most quests with multiple targets on the board, you can encounter some of these pirates prior to starting the quest, but you won’t know the name of the organization until you do get the quest.
The Pirate Alliance - Kage Location¶
Kage is probably the most troublesome of the targets for this quest, simply because you’re not going to really be able to be sneaky. Head over to the Obama sub-region in Wakasa and look in the water to the west of it. You should see three ships huddled together in the waters, which will be where you’ll find Kage. Despite not being a named location, it is a restricted area, so the enemies will attack you if they catch you. Even more problematic is that there are three bigger boats filled with enemies, as well as two little boats that have some snipers on them.

Smoke Bombs are very effective here, since they will allow you to quickly thin the number of enemies on each boat by using some assassinations. Otherwise, you can also use kunai or other ranged weapons, depending on the character you’re playing. If you need to get away, jump into the water and swim underneath it. Weapons like the kusarigama and naginata are also great, since the ships are small and the crowd control with those will make shorter work with the enemies.
Note that if you knock any enemies into the drink, then they don’t seem to try and reboard the boat. Instead, they will swim to the nearest piece of land, so if it’s Kage, then you’ll have to give chase. Should this happen, just follow him and take him out on land.
The Pirate Alliance - Lopo Cruz Location¶
Out of all of the pirates on this list, or at least the first three, this one is the easiest to kill. To find him, open your map and look for the Shattered Coast sub-region to the southwest. On the northern end of the area, you should see a large island just off the coast. This island will have a restricted area with some enemies on the southern side (a little more southwestern side), called Nariu’s Lair. That is where you’ll want to go, but you’re not actually going to the section with a lot of enemies.

A little northwest/west of the Nariu’s Lair location marker on the map will be a ship docked away from the normal enemies. Lopo Cruz will be on this ship and he’ll actually be all alone, which makes things a lot easier for you. Climb onto the ship near the back, then get onto the mast above Cruz and do an assassination to take off a chunk of health. He has six health segments, so you’ll most likely have to do direct combat with him. He has an unblockable attack or two, as well as some normal ones that can be blocked.
The Pirate Alliance - Little Kappa Location¶
To find Little Kappa, you will have to venture to Maizuru’s Lair, another restricted area found in the Shattered Coast sub-region. Open your map and find the sub-region’s name on the map, then put a custom marker just to the right of the name. When you finally arrive there, you’ll see an area with a bunch of enemies, but you just want to go after the blue dot, which will be Little Kappa. Note that there is another blue dot not too far from the camp, some added flair to the quest that doesn’t add anything for you to do.
There is a guard in the watchtower that you should try and lure away from it, which is possible by filling up the detection meter to yellow. Once he’s away from the tower, you can easily assassinate him. As for the rest of the enemies, they are kind of spread out, so it might be fairly easily to isolate them and thin the numbers. Little Kappa will be a bit of a rough one, as he has a whopping eight health segments. At first, he will be by a priest, but if you continue to stay hidden, he will eventually start moving around on a set path.

Thankfully, this path will lead him to stand by some explosive pots. Toss a kunai/shoot your bow at the pots to take off a good chunk of damage. If he hasn’t seen you, then you can continue hiding and depending on the health he has left, get the jump on him for an assassination to take out the rest of his HP. With this done, speak to the priest to learn about some small village and someone named Sen. He is one of the targets for this quest, but there is a choice involved with him.
The Pirate Alliance - Kill or Spare Sen?¶
Sen is a little harder to find, since he’s not in Wakasa, but is actually in a neighboring region, Tamba. Looking at the in-game clues, it mentions him being on the northern coast of the Fukuchiyama sub-region, in Yura Fishing Village. Find Fukuchiyama’s name on the map and follow the western of the two rivers north. Where it meets the sea, Yura Fishing Village will be on the western side, along the coast. There are many conversations you can listen to in the village, but for the purposes of the guide, Sen is found repairing a boat at the far end.
You have two options here, as you can either fight Sen (sneak up behind him to perform an assassination) or spare him. To do the latter, go up to him and you’ll see a talk option is available. While speaking with him, you have two options at some point, to either say he can be forgiven or not. The top one will spare him, while the bottom leads to a battle.

After getting all of the targets, whether killed or spared, it seems like the quest is over. However, you won’t be able to finish this quest until complete The Fox Shinbakufu member.
