Location: Tower of Penance
- Method: Found within the Tower of Penance.
- After the first descent through the center hole (counting from the ground floor), proceed to pull a lever that removes some cages.
- You will need to descend a second time (and possibly a third).
- To access the lever, navigate to a slightly elevated position above the hole.
- Reach the lever by ascending a spiral staircase.
- Above the staircase, you will find a body suspended from the ceiling.
- Shoot down this hanging body to acquire the Empowering Claw.
