Flooded Buildings flag, follow the path of red flowers and floating lanterns. Progress past the patrolling Hexga enemy and climb the rope into the ruined building.
Before descending the stairs inside, go through the two doorways and look for some handholds on the wall to the left. Climb up and hop over the gap to grab this weapon.
