Complete M8-5-6: Treasure Info 6

At the end of Chapter 3 inside Mako Reactor 5, run towards a ladder found to the left of your position once you regain control where you will receive a Mail from Yuffie (Treasure Princess - Recruitment) and Mission 8-4-1. This will begin a series of missions you will need to complete in order to unlock the one needed for
Bahamut Fury. Complete the following steps: -
Reach the Mako Reactor 5 in Chapter 3 and approach the ladder to the left to unlock Mission 8-4-1.

Complete Missions 8-4-1 - 8-4-6 to unlock Mission 8-5-1

Complete Missions 8-5-1 - 8-5-5 to unlock Mission 8-5-6 (you will meet
Bahamut Fury at the end of 8-5-5 but flee).
