Drops as Battle Loot from your first encounter with the Chalier enemies in normal play (not the scripted encounter at the start).
2. The Continent
Overwold Map: Drops as Battle Loot from the Chalier in the nearby Overworld Encounter. If you already have this Pictos at a lower level, this drop will upgrade it.

From the 
Mountain flag, go uphill and turn right after the crashed hang glider. Platform your way over to the Pictos you can see on the other side of the rickety path.
